Problem between Production and Development

I have an application that uploads excel spreadsheets. It is on Windows 2003. Rails 2.1 MySQL 5.0
The problem is when uploading files in the development environment it functions perfectly. When shifting into production mode it gives a error:
No such file or directory - c:/rails/shefield/uploaded_files/uploaded_files/0000/0000/test_upload.xls
In development it correctly generates the uploaded files path.
Any thoughts?
